Jamaica has traditionally had a two party system, with power often alternating between the People's National Party and Jamaican Labour Party. Since the 1993 elections, the Jamaican Government, political parties, and Electoral Advisory Committee have worked to enact electoral reform, with limited success. In the 1997 general elections, grassroots Jamaican efforts, supplemented by international observers, helped reduce the violence that has tended to mar Jamaican elections. Local elections were held in 1998, when the PNP won a decisive victory. Jamaican law requires that local elections be held every 3 years; elections may be delayed through legislation. In May 1655, British forces in the form of a joint expedition by Admiral Sir William Penn (father of the founder of Pennsylvania), and General Robert Venables seized the island. In 1657 the Governor invited the Buccaneers to base themselves at Port Royal to deter Spanish aggression. In 1657 and 1658 the Spanish, sailing from Cuba, failed at the battles of Ocho Rios and Rio Nuevo in their attempts to retake the island, and in 1657 Admiral Robert Blake defeated the Spanish West Indian Fleet. By 1964, a distinctive Jamaican music had sprung up based around the sound systems called ska, which was fast, danceable]. Perhaps the best-known of the original ska wave were The Skatalites, whose career spanned decades. At first primarily instrumental, ska's rhythms generally didn't lend well to vocal stylings, though some popular artists such as The Maytals and The Wailers got their start by singing in this style. When the PNP lost power in 1980 Edward Seaga immediately began to reverse the policies of his predecessor, bringing in privatization and seeking closer ties with the USA. When the PNP and Manley returned to power in 1989 they continued the more moderate policies and were returned in the elections of 1993 and 1998. Manley resigned for health reasons in 1992 and was succeeded as leader of the PNP by Percival Patterson. Emphasis has been placed on maintaining strict fiscal discipline, greater openness to trade and financial flows, market liberalization and reduction in the size of government. During this period, a large share of the economy was returned to private sector ownership through divestment and privatization programs. The name of the country derives from the name Xamayca, meaning land of wood and water, given to it by the original Arawak or Taino people from South America, who first settled there around the year 1000 - 400 BC.
