The 1997 victory marked the first time any Jamaican political party has won three consecutive general elections since the introduction of universal suffrage to Jamaica in 1944. The current composition of the lower house of Jamaica's Parliament is 49 PNP and 11 JLP. The JLP won a long-held PNP parliamentary seat in a March 2001 by-election. The NDM, a break away faction of the JLP, failed to win any seats in the 1997 election. Since the 1993 elections, the Jamaican Government, political parties, and Electoral Advisory Committee have worked to enact electoral reform, with limited success. In the 1997 general elections, grassroots Jamaican efforts, supplemented by international observers, helped reduce the violence that has tended to mar Jamaican elections. Local elections were held in 1998, when the PNP won a decisive victory. Jamaican law requires that local elections be held every 3 years; elections may be delayed through legislation. The British also used Jamaica's free people of color, 10,000 strong by 1800, to keep the enslaved population in check. During Christmas of 1831, a large scale slave revolt (involving as many as 60,000 of the island's 300,000 slave population) known as the Baptist War broke, but it was suppressed by the militia of the Jamaican plantocracy ten days later in early 1832. he popularity of DJs as an essential component of the sound system created a need for instrumental songs, as well as instrumental versions of popular vocal songs. From this arose the dub, originally an instrumental version of a vocal song, with the vocal version on the A-side and the dub on the B-side of a single. This trend began the development of dub music as a distinct genre, popular in its own right. Port Royal was the capital city of Jamaica until an earthquake on June 7, 1692 largely destroyed it, causing two thirds of the city to sink into the Caribbean Sea. Port Royal's role was taken over by the city of Kingston. The 1907 Catholic Encyclopedia wrote, "A review of the period of Spanish occupation is one which reflects very little credit on Spanish colonial administration in those days. Their treatment of the aboriginal inhabitants, whom they are accused of having practically exterminated, is a grave charge, and if true, cannot be condoned on the plea that such conduct was characteristic of the age, and that as bad or worse was perpetrated by other nations even in later years." By the early 1970s, rocksteady had evolved into reggae music. The style of music at the time is retroactively termed roots reggae and combines the influence of American soul music and the traditional shuffle and one-drop of Jamaican mento. Jamaica's music has become popular across much of the world. Reggae's popularity is especially popular through the international fame of Bob Marley. Jamaican music has also had an effect on the musical development of other countries, such as the practice of toasting, which was brought to New York City and became rapping, one of the four elements of hip hop. British styles as Lovers rock and jungle also originate in Jamaican music. The Bongo Nation is a distinct group of Jamaicans descended from indentured servants. They are known for Kumina, which refers to both a religion and a form of music. Kumina’s distinctive drumming style became one of the roots of Rastafarian drumming, itself the source of the distinctive Jamaican rhythm heard in ska, rocksteady and reggae. Along with the meteoric rise of ska came the popularity of DJs like Sir Lord Comic, King Stitt and pioneer Count Matchuki, who began talking stylistically over the rhythms of popular songs at sound systems. In Jamaican music, the DJ is the one who talks (known elsewhere as the MC) and the selector is the person who chooses the records. T Reggae quickly became one of the most popular forms of music in the world, due in large part to the immense international success of Bob Marley & the Wailers. After a period of steady growth from 1985 to 1995, real GDP decreased by 1.8% and 2.4% in 1996 and 1997, respectively. The decrease in GDP in 1996 and 1997 was largely due to significant problems in the financial sector and, in 1997, a severe island-wide drought (the worst in 70 years) that drastically reduced agricultural production. The economy in 1997 was marked by low levels of import growth, high levels of private capital inflows and relative stability in the foreign exchange market. A final devastating earthquake on January 14, 1907 again liquefied the sandspit, destroying nearly all of the rebuilt city and submerging additional portions. Today the area is a shadow of its former self with a population of less than 2000 and has little to no commercial or political importance. The area is frequented by tourists but is in a state of disrepair. The Jamaican government has recently resolved to further develop the area for its historic and tourism value.
