The majority of the population is of mixed race, of Black, Indian, Chinese and British, Irish and other European heritage. People of single race compose a tiny minority, less than 1% of the population. This ethnic diversity is what led to the composition of Jamaica's motto: "Out of Many One People." Port Royal was the capital city of Jamaica until an earthquake on June 7, 1692 largely destroyed it, causing two thirds of the city to sink into the Caribbean Sea. Port Royal's role was taken over by the city of Kingston. Since the 1993 elections, the Jamaican Government, political parties, and Electoral Advisory Committee have worked to enact electoral reform, with limited success. In the 1997 general elections, grassroots Jamaican efforts, supplemented by international observers, helped reduce the violence that has tended to mar Jamaican elections. Local elections were held in 1998, when the PNP won a decisive victory. Jamaican law requires that local elections be held every 3 years; elections may be delayed through legislation. Jamaican Government economic policies encourage foreign investment in areas that earn or save foreign exchange, generate employment, and use local raw materials. The government provides a wide range of incentives to investors, including remittance facilities to assist them in repatriating funds to the country of origin; tax holidays which defer taxes for a period of years; and duty-free access for machinery and raw materials imported for approved enterprises. Ragga is characterized by the use of computerized beats and sequenced melodic tracks in reggae songs. Ragga is usually said to have been invented with "Under Mi Sleng Teng" by Wayne Smith (1985 in music). Ragga barely edged out dancehall as the dominant form of Jamaican music in the 1980s. The Bongo Nation is a distinct group of Jamaicans descended from indentured servants. They are known for Kumina, which refers to both a religion and a form of music. Kumina’s distinctive drumming style became one of the roots of Rastafarian drumming, itself the source of the distinctive Jamaican rhythm heard in ska, rocksteady and reggae. The country faces some serious problems but has the potential for growth and modernization. The Jamaican economy suffered its fourth consecutive year of negative growth (0.4%) in 1999. In 2000, Jamaica may have experienced its first year of positive growth since 1995. Some attempts were made to rebuild the city, starting with the one third of the city that was not submerged, but these met with mixed success and numerous disasters. An initial attempt at rebuilding was again destroyed in 1704, this time by fire. Subsequent rebuilding was hampered by several hurricanes in the first half of the 18th century, and soon Kingston eclipsed Port Royal in importance. Emphasis has been placed on maintaining strict fiscal discipline, greater openness to trade and financial flows, market liberalization and reduction in the size of government. During this period, a large share of the economy was returned to private sector ownership through divestment and privatization programs. DJ and vocalist team Chaka Demus and Shabba Ranks proved more enduring than the competition, and helped inspire an updated version of the rudeboy culture called raggamuffin. Dancehall was sometimes violent in lyrical content, and several rival performers made headlines with their feuds across Jamaica (most notably Beenie Man vs Bounty Killer). Recent economic performance shows the Jamaican economy is recovering. Agricultural production, an important engine of growth increased 15.3% in third quarter of 1998 compared to the corresponding period in 1997, signaling the first positive growth rate in the sector since January 1997. Often the lead instruments and vocals would drop in and out of the mix, sometimes processed heavily with studio effects. King Tubby's advantage came from his intimate knowledge with audio gear, and his ability to build his own sound systems and recording studios that were superior to the competition. He became famous for his remixes of recordings made by others as well as those he recorded in his own studio. Jamaica joined nine other U.K. territories in the Federation of the West Indies in 1958 but withdrew after Jamaican voters rejected membership in 1961. Jamaica gained independence on August 6, 1962, remaining a member of the Commonwealth. The first prime minister was Alexander Bustamante of the Jamaica Labour Party. he popularity of DJs as an essential component of the sound system created a need for instrumental songs, as well as instrumental versions of popular vocal songs. From this arose the dub, originally an instrumental version of a vocal song, with the vocal version on the A-side and the dub on the B-side of a single. This trend began the development of dub music as a distinct genre, popular in its own right.
