Recent economic performance shows the Jamaican economy is recovering. Agricultural production, an important engine of growth increased 15.3% in third quarter of 1998 compared to the corresponding period in 1997, signaling the first positive growth rate in the sector since January 1997.

Bauxite and alumina production increased 5.5% from January to December, 1998 compared to the corresponding period in 1997. January's Bauxite production recorded a 7.1% increase relative to January 1998. Tourism, which is the largest foreign exchange earner, showed improvement as well. Growth in tourist arrivals accelerated in the third quarter of 1998 and tourism earnings, increased 8.5% from January to December 31, 1998 compared to the corresponding period in 1997.

The British parliament abolished slavery as of August 1, 1834, though the Jamaican slaves remained bound to slave owners' compensation schemes (apprenticeship) until 1838. The freed slaves still faced extreme hardship, marked by the October 1865 Morant Bay rebellion led by George William Gordon and Paul Bogle. It was brutally repressed and the island was made a Crown Colony. The sugar crop was declining in importance in the late 19th century and the colony diversified into bananas.

The Senate may submit bills, and it also reviews legislation submitted by the House. It may not delay budget bills for more than 1 month or other bills for more than 7 months. The prime minister and the Cabinet are selected from the Parliament. No fewer than two nor more than four members of the Cabinet must be selected from the Senate.

Weakness in the financial sector, speculation, and lower levels of investment erode confidence in the productive sector. The government continues its efforts to raise new sovereign debt in local and international financial markets in order to meet its U.S. dollar debt obligations, to mop up liquidity to maintain the exchange rate and to help fund the current budget deficit.

Over the past several decades, hundreds of thousands of Jamaicans have emigrated, especially to the United States but also to Canada and the United Kingdom. This emigration appears to have been tapering off somewhat in recent years.

Jamaica was claimed for Spain after Christopher Columbus first landed there in 1494. Columbus used it as his family's private estate. The English Admiral William Penn (father of William Penn of Pennsylvania) and General Venables seized the island in 1655.

The judiciary also is modeled on the U.K. system. The Court of Appeals is the highest appellate court in Jamaica. Under certain circumstances, cases may be appealed to the Privy Council of the United Kingdom. Jamaica's parishes have elected councils that exercise limited powers of local government.

It is not to be confused with what linguists call Jamaican Creole, sometimes known as "Jamaican", though typically referred to in Jamaica as Patois or dialect; nor with the vocabulary and language approach of the Rastafarian movement. ("Patois" is a French term referring to broken or improper French but in Jamaica it refers to Jamaican Creole, which Jamaicans have traditionally seen as broken" or incorrect English).

Supported by multilateral financial institutions, Jamaica has, since the early 1980's, sought to implement structural reforms aimed at fostering private sector activity and increasing the role of market forces in resource allocation.

In the 1997 general elections, grassroots Jamaican efforts, supplemented by international observers, helped reduce the violence that has tended to mar Jamaican elections. Local elections were held in 1998, when the PNP won a decisive victory. Jamaican law requires that local elections be held every 3 years; elections may be delayed through legislation.

Parliament is composed of an appointed Senate and an elected House of Representatives. Thirteen Senators are nominated on the advice of the prime minister and eight on the advice of the leader of the opposition. General elections must be held within 5 years of the forming of a new government. The prime minister may ask the governor general to call elections sooner, however.
