Some attempts were made to rebuild the city, starting with the one third of the city that was not submerged, but these met with mixed success and numerous disasters. An initial attempt at rebuilding was again destroyed in 1704, this time by fire. Subsequent rebuilding was hampered by several hurricanes in the first half of the 18th century, and soon Kingston eclipsed Port Royal in importance. Situated at the western end of the Palisadoes sandspit that protects Kingston Harbour, Port Royal had gained a reputation in the 17th century as both the "richest and wickedest city in the world". It was notorious for its gaudy displays of wealth and loose morals, and was a popular place for pirates to bring and spend their treasure. During the 17th century the British actively encouraged and even paid Buccaneers based at Port Royal to attack Spanish and French shipping. Jamaica's music has become popular across much of the world. Reggae's popularity is especially popular through the international fame of Bob Marley. Jamaican music has also had an effect on the musical development of other countries, such as the practice of toasting, which was brought to New York City and became rapping, one of the four elements of hip hop. British styles as Lovers rock and jungle also originate in Jamaican music. Artists like Buju Banton (Till Shiloh) experienced significant crossover success in foreign markets, while Beenie Man, Bounty Killer and others developed a sizable American following due to their frequent guesting on albums by gangsta rappers like Wu-Tang Clan and Jay-Z. Chris Blackwell's Island Records became the biggest label promoting Jamaican music to the international market. Due to afilliation with the record industry in the UK and First world funding, Island had the distribution to vastly increase exposure of reggae to the global pop market, especially in the UK where a significant population of Jamaican immigrants had relocated for economic opportunities not available at home. Blackwell's stable of artists included Millie Small, singer of the first major Jamaican music UK radio hit, 1964's "My Boy Lollipop." Merger of the diphthongs in "fair" and "fear" takes place both in Jamaican Standard and Jamaican Creole, resulting in those two words (and many others, like "bear" and "beer") becoming homophones. (Standard speakers typically pronounce both closer to "air", while Creole speakers render them as "ear"). The short "a" sound (man, hat) is very open, similar to its Irish or Scottish versions Jamaica is a country in the Caribbean Sea, located south of Cuba and to the west of Hispaniola, on which Haiti and the Dominican Republic are situated. By the early 1970s, rocksteady had evolved into reggae music. The style of music at the time is retroactively termed roots reggae and combines the influence of American soul music and the traditional shuffle and one-drop of Jamaican mento. Supported by multilateral financial institutions, Jamaica has, since the early 1980's, sought to implement structural reforms aimed at fostering private sector activity and increasing the role of market forces in resource allocation. Bicameral Parliament consists of the Senate (a 21-member body appointed by the governor general on the recommendations of the prime minister and the leader of the opposition; ruling party is allocated 13 seats, and the opposition is allocated eight seats) and the House of Representatives (60 seats; members are elected by popular vote to serve five-year terms) The 1962 Constitution established a parliamentary system based on the United Kingdom model. As chief of state, Queen Elizabeth II appoints a governor general, on the advice of the prime minister, as her representative in Jamaica. The governor general's role is largely ceremonial. Executive power is vested in the cabinet, led by the prime minister. Jamaica has natural resources, primarily bauxite, and an ideal climate conducive to agriculture and tourism. The discovery of bauxite in the 1940s and the subsequent establishment of the bauxite-alumina industry shifted Jamaica's economy from sugar and bananas. By the 1970s, Jamaica had emerged as a world leader in export of these minerals as foreign investment increased. Reggae music was intricately tied to the expansion of Rastafarian religion with its principles of pacifism, Zionism, and pan-Africanism. Musicians like Gregory Isaacs, The Congos and Burning Spear and producers like Lee "Scratch" Perry solidified the early sound of reggae. Kumina is both the religion and the music practiced by the people of eastern Jamaica. These people have retained the drumming and dancing of the Bantu-speaking peoples of the Congo. Like the Kongo practitioners from Cuba, they have kept a large amount of the Kongo language alive. In the Americas there are many Kongo-derived religions still being practiced today. Reggae and ska influenced American and British punk bands of the 1970s and 1980s, such as The Clash, Elvis Costello and the Attractions, The Police and Nina Hagen. Bands including The Specials and Madness became popular with the British ska revival called two tone. During this time, reggae particularly influenced African popular music, where Sonny Okusuns (Nigeria), John Chibadura (Zimbabwe), Lucky Dube (South Africa) and Alpha Blondy (Ivory Coast) became stars.
