Supported by multilateral financial institutions, Jamaica has, since the early 1980's, sought to implement structural reforms aimed at fostering private sector activity and increasing the role of market forces in resource allocation. The 1997 victory marked the first time any Jamaican political party has won three consecutive general elections since the introduction of universal suffrage to Jamaica in 1944. The current composition of the lower house of Jamaica's Parliament is 49 PNP and 11 JLP. The JLP won a long-held PNP parliamentary seat in a March 2001 by-election. The NDM, a break away faction of the JLP, failed to win any seats in the 1997 election. The British parliament abolished slavery as of August 1, 1834, though the Jamaican slaves remained bound to slave owners' compensation schemes (apprenticeship) until 1838. The freed slaves still faced extreme hardship, marked by the October 1865 Morant Bay rebellion led by George William Gordon and Paul Bogle. It was brutally repressed and the island was made a Crown Colony. The sugar crop was declining in importance in the late 19th century and the colony diversified into bananas. By the beginning of the 19th century, England's heavy reliance on slavery resulted in blacks outnumbering whites by a ratio of almost 20 to one, leading to constant threat of revolt. Following a series of rebellions, slavery was formally abolished in 1838. Jamaican English or Jamaican Standard English is a dialect of English encompassing in a very unique way, parts and mergers of both American English and British English dialects. Typically it uses British English spellings but does not reject American English spellings. Following in Tubby's footsteps came pioneers, beginning with U-Roy, and then Big Youth, who used Rasta chants in songs. Until the end of the 70s, Big Youth-inspired dub with chanted vocals dominated Jamaican pop. At the very end of the decade, dancehall like Ranking Joe, Lone Ranger and General Echo brought a return to U-Roy's style. By 1964, a distinctive Jamaican music had sprung up based around the sound systems called ska, which was fast, danceable]. Perhaps the best-known of the original ska wave were The Skatalites, whose career spanned decades. At first primarily instrumental, ska's rhythms generally didn't lend well to vocal stylings, though some popular artists such as The Maytals and The Wailers got their start by singing in this style. The migration of unemployed people to urban areas, coupled with an increase in the use and trafficking of narcotics -- crack cocaine and ganja (marijuana) -- contribute to a high level of violent crime, especially in Kingston. Since 1991, the Government has followed a program of economic liberalization and stabilization by removing exchange controls, floating the exchange rate, cutting tariffs, stabilizing the Jamaican currency, reducing inflation and removing restrictions on foreign investment. Jamaica's music has become popular across much of the world. Reggae's popularity is especially popular through the international fame of Bob Marley. Jamaican music has also had an effect on the musical development of other countries, such as the practice of toasting, which was brought to New York City and became rapping, one of the four elements of hip hop. British styles as Lovers rock and jungle also originate in Jamaican music. All sectors excepting bauxite/alumina, energy, and tourism shrank in 1998 and 1999. This reduction in aggregate demand and output is the result of the government's continued tight macroeconomic policies. In part, these policies have been successful. The Inquices do not tend to possess as detailed a mythology as the Yoruban gods. Jamaica is a full and participating member of the Caribbean Community (CARICOM).
