When the PNP lost power in 1980 Edward Seaga immediately began to reverse the policies of his predecessor, bringing in privatization and seeking closer ties with the USA. When the PNP and Manley returned to power in 1989 they continued the more moderate policies and were returned in the elections of 1993 and 1998. Manley resigned for health reasons in 1992 and was succeeded as leader of the PNP by Percival Patterson. Reggae music was intricately tied to the expansion of Rastafarian religion with its principles of pacifism, Zionism, and pan-Africanism. Musicians like Gregory Isaacs, The Congos and Burning Spear and producers like Lee "Scratch" Perry solidified the early sound of reggae. Parliament is composed of an appointed Senate and an elected House of Representatives. Thirteen Senators are nominated on the advice of the prime minister and eight on the advice of the leader of the opposition. General elections must be held within 5 years of the forming of a new government. The prime minister may ask the governor general to call elections sooner, however. Jamaican Government economic policies encourage foreign investment in areas that earn or save foreign exchange, generate employment, and use local raw materials. The government provides a wide range of incentives to investors, including remittance facilities to assist them in repatriating funds to the country of origin; tax holidays which defer taxes for a period of years; and duty-free access for machinery and raw materials imported for approved enterprises. During its first 200 years of British rule, Jamaica became the world's largest sugar exporting nation and produced over 77,000 tons of sugar annually between 1820 - 1824, which was achieved through the massive use of imported African slave labor. Ska's popularity grew steadily in Jamaica, alongside Rastafarianism, which spread rapidly in impoverished urban areas and among the often politically radical music scene. The lyrics of ska songs began to focus on Rastafarian themes; slower beats and chants entered the music from religious Rastafarian music, and ska soon evolved into rocksteady. Jamaica is a full and participating member of the Caribbean Community (CARICOM). Often the lead instruments and vocals would drop in and out of the mix, sometimes processed heavily with studio effects. King Tubby's advantage came from his intimate knowledge with audio gear, and his ability to build his own sound systems and recording studios that were superior to the competition. He became famous for his remixes of recordings made by others as well as those he recorded in his own studio. The Government of Jamaica hopes to encourage economic activity through a combination of privatization, financial sector restructuring, reduced interest rates, and by boosting tourism and related productive activities. Jamaica has traditionally had a two party system, with power often alternating between the People's National Party and Jamaican Labour Party. Variations of dancehall continued in popularity into the mid-1990s. Some of the most violent performers of the previous decade converted to Rastafarianism or otherwise changed their lyrical contents. Jamaica's music has become popular across much of the world. Reggae's popularity is especially popular through the international fame of Bob Marley. Jamaican music has also had an effect on the musical development of other countries, such as the practice of toasting, which was brought to New York City and became rapping, one of the four elements of hip hop. British styles as Lovers rock and jungle also originate in Jamaican music.
