The island of Jamaica has mountainous inlands surrounded by a narrow coastal plain. For this reason, all major cities are located on the coast. Chief towns include the capital Kingston and Montego Bay. Since 1991, the Government has followed a program of economic liberalization and stabilization by removing exchange controls, floating the exchange rate, cutting tariffs, stabilizing the Jamaican currency, reducing inflation and removing restrictions on foreign investment. Since the 1993 elections, the Jamaican Government, political parties, and Electoral Advisory Committee have worked to enact electoral reform, with limited success. In the 1997 general elections, grassroots Jamaican efforts, supplemented by international observers, helped reduce the violence that has tended to mar Jamaican elections. Local elections were held in 1998, when the PNP won a decisive victory. Jamaican law requires that local elections be held every 3 years; elections may be delayed through legislation. Jamaica slowly gained increasing independence from the United Kingdom, and in 1958 Jamaica became a province in the Federation of the West Indies, a federation between all the British West Indies. Jamaica attained full independence by leaving the federation in 1962 and is now a completely sovereign nation. Jamaica celebrated the tricentennial of British rule in 1955. Ska's popularity grew steadily in Jamaica, alongside Rastafarianism, which spread rapidly in impoverished urban areas and among the often politically radical music scene. The lyrics of ska songs began to focus on Rastafarian themes; slower beats and chants entered the music from religious Rastafarian music, and ska soon evolved into rocksteady. There are two main aspects of Kongo religion that are quite distinctive. One is the practice of bringing down spirits of the dead to briefly inhabit the bodies of the faithful. The purpose of this is so that the ancestors may share their wisdom, providing spiritual assistance and advice to those here on Earth. Without exception, all such faiths in the Americas retain this central feature of Kongo faith. The other feature is the extensive work with Inquices (Enkises, Nkisi). Desmond Dekker's "007" brought international attention to the new urban beat. The mix put heavy emphasis on the bass line, as opposed to ska's strong horn section, and the rhythm guitar began playing on the up-beat. Session musicians like Supersonics, Soul Vendors, Jets and, most influentially, Jackie Mittoo (of the Skatalites) became legends during this period.
