Weakness in the financial sector, speculation, and lower levels of investment erode confidence in the productive sector. The government continues its efforts to raise new sovereign debt in local and international financial markets in order to meet its U.S. dollar debt obligations, to mop up liquidity to maintain the exchange rate and to help fund the current budget deficit. Bauxite and alumina production increased 5.5% from January to December, 1998 compared to the corresponding period in 1997. January's Bauxite production recorded a 7.1% increase relative to January 1998. Tourism, which is the largest foreign exchange earner, showed improvement as well. Growth in tourist arrivals accelerated in the third quarter of 1998 and tourism earnings, increased 8.5% from January to December 31, 1998 compared to the corresponding period in 1997. For health reasons, Michael Manley stepped down as Prime Minister in March 1992 and was replaced by Percival James Patterson. Patterson subsequently led the PNP to victory in general elections in 1993 and in December 1997. Supported by multilateral financial institutions, Jamaica has, since the early 1980's, sought to implement structural reforms aimed at fostering private sector activity and increasing the role of market forces in resource allocation. Jamaica's political system is stable. However, the country's serious economic problems have exacerbated social problems and have become the subject of political debate. High unemployment--averaging 15.7% in 1999--rampant underemployment, growing debt, high interest rates, and labor unrest are the most serious economic problems. Reggae and ska influenced American and British punk bands of the 1970s and 1980s, such as The Clash, Elvis Costello and the Attractions, The Police and Nina Hagen. Bands including The Specials and Madness became popular with the British ska revival called two tone. During this time, reggae particularly influenced African popular music, where Sonny Okusuns (Nigeria), John Chibadura (Zimbabwe), Lucky Dube (South Africa) and Alpha Blondy (Ivory Coast) became stars. The spread of Rastafarianism into urban Jamaica in the 1960s transformed the Jamaican music scene, which incorporated nyabhingi drumming, played at grounation ceremonies into popular music. Sugar and slavery made Jamaica one of the most valuable possessions in the world for more than 150 years. The colony's slaves, who outnumbered their white masters 300,000 to 30,000 in 1800, mounted over a dozen major slave conspiracies and uprisings in the 1600s and 1700. While mento never found a large international audience as calypso had, some of these recordings, such as by Count Lasher, Lord Composer and George Moxey, are now widely-respected legends of Jamaican music. Though it has largely been supplanted by successors like reggae and dub, mento is still performed, recorded, and released internationally by traditionalist performers like the Jolly Boys. Over the past several decades, hundreds of thousands of Jamaicans have emigrated, especially to the United States but also to Canada and the United Kingdom. This emigration appears to have been tapering off somewhat in recent years.
