The Government of Jamaica hopes to encourage economic activity through a combination of privatization, financial sector restructuring, reduced interest rates, and by boosting tourism and related productive activities. For health reasons, Michael Manley stepped down as Prime Minister in March 1992 and was replaced by Percival James Patterson. Patterson subsequently led the PNP to victory in general elections in 1993 and in December 1997. The British parliament abolished slavery as of August 1, 1834, though the Jamaican slaves remained bound to slave owners' compensation schemes (apprenticeship) until 1838. The freed slaves still faced extreme hardship, marked by the October 1865 Morant Bay rebellion led by George William Gordon and Paul Bogle. It was brutally repressed and the island was made a Crown Colony. The sugar crop was declining in importance in the late 19th century and the colony diversified into bananas. DJ and vocalist team Chaka Demus and Shabba Ranks proved more enduring than the competition, and helped inspire an updated version of the rudeboy culture called raggamuffin. Dancehall was sometimes violent in lyrical content, and several rival performers made headlines with their feuds across Jamaica (most notably Beenie Man vs Bounty Killer). Jamaica is a full and participating member of the Caribbean Community (CARICOM). Junkanoo, (a type of folk music now more closely associated with The Bahamas), the quadrille (a European dance) and work songs were the primary forms of Jamaican music at the beginning of the 20th century. These were synthesized into mento music, which spread across the island. Mento was the first style of Jamaican music to be recorded. Initially, power swapped between the People's National Party and the Jamaican Labour Party regularly. Michael Manley was the first PNP prime minister in 1972 and he introduced socialist policies and improved relations with Cuba. His second term elections marked the start of repeated political violence. Jamaica is known as the birthplace of many popular musical genres including raggamuffin, ska, reggae and dub. Jamaica's music culture is a fusion of elements from the United States of America with it's R&B, rock and roll, soul, Africa and neighbouring Caribbean islands such as Trinidad with it's calypso. The 1997 victory marked the first time any Jamaican political party has won three consecutive general elections since the introduction of universal suffrage to Jamaica in 1944. The current composition of the lower house of Jamaica's Parliament is 49 PNP and 11 JLP. The JLP won a long-held PNP parliamentary seat in a March 2001 by-election. The NDM, a break away faction of the JLP, failed to win any seats in the 1997 election. Following in Tubby's footsteps came pioneers, beginning with U-Roy, and then Big Youth, who used Rasta chants in songs. Until the end of the 70s, Big Youth-inspired dub with chanted vocals dominated Jamaican pop. At the very end of the decade, dancehall like Ranking Joe, Lone Ranger and General Echo brought a return to U-Roy's style. The macroeconomic stabilization program introduced in 1991, which focused on tight fiscal and monetary policies, has contributed to a controlled reduction in the rate of inflation. The annual inflation rate has decreased from a high of 80.2% in 1991 to 7.9% in 1998. inflation for FY1998/99 was 6.2% compared to 7.2% in the corresponding period in FY1997/98. The Government remains committed to lowering inflation, with a long-term objective of bringing it in line with that of its major trading partners.
