Merger of the diphthongs in "fair" and "fear" takes place both in Jamaican Standard and Jamaican Creole, resulting in those two words (and many others, like "bear" and "beer") becoming homophones. (Standard speakers typically pronounce both closer to "air", while Creole speakers render them as "ear"). The short "a" sound (man, hat) is very open, similar to its Irish or Scottish versions The official language is English, although the patois form Jamaican English is widely spoken. About three-quarter of the Jamaicans practice Christianity, spread over a large number of denominations. The remaining quarter adheres to various other religions, including local faiths such as Rastafarianism. Since the 1993 elections, the Jamaican Government, political parties, and Electoral Advisory Committee have worked to enact electoral reform, with limited success. In the 1997 general elections, grassroots Jamaican efforts, supplemented by international observers, helped reduce the violence that has tended to mar Jamaican elections. Local elections were held in 1998, when the PNP won a decisive victory. Jamaican law requires that local elections be held every 3 years; elections may be delayed through legislation. The 1907 Catholic Encyclopedia wrote, "A review of the period of Spanish occupation is one which reflects very little credit on Spanish colonial administration in those days. Their treatment of the aboriginal inhabitants, whom they are accused of having practically exterminated, is a grave charge, and if true, cannot be condoned on the plea that such conduct was characteristic of the age, and that as bad or worse was perpetrated by other nations even in later years." The British parliament abolished slavery as of August 1, 1834, though the Jamaican slaves remained bound to slave owners' compensation schemes (apprenticeship) until 1838. The freed slaves still faced extreme hardship, marked by the October 1865 Morant Bay rebellion led by George William Gordon and Paul Bogle. It was brutally repressed and the island was made a Crown Colony. The sugar crop was declining in importance in the late 19th century and the colony diversified into bananas. Reggae and ska influenced American and British punk bands of the 1970s and 1980s, such as The Clash, Elvis Costello and the Attractions, The Police and Nina Hagen. Bands including The Specials and Madness became popular with the British ska revival called two tone. During this time, reggae particularly influenced African popular music, where Sonny Okusuns (Nigeria), John Chibadura (Zimbabwe), Lucky Dube (South Africa) and Alpha Blondy (Ivory Coast) became stars. Jamaica is a constitutional monarchy, the head of state being the monarch, currently Queen Elizabeth II. The monarch's representative in Jamaica is the Governor-General, who is chosen by the prime minister and fills the role of approving bills, and other state functions. For the most part, the monarch (through her representative, the Governor-General) is a figurehead, and what little real power she has is reserved for times of crisis. The present government favours turning Jamaica into a republic within the Commonwealth, in which the Queen and Governor-General would be replaced by a President. Following in Tubby's footsteps came pioneers, beginning with U-Roy, and then Big Youth, who used Rasta chants in songs. Until the end of the 70s, Big Youth-inspired dub with chanted vocals dominated Jamaican pop. At the very end of the decade, dancehall like Ranking Joe, Lone Ranger and General Echo brought a return to U-Roy's style. The name of the country derives from the name Xamayca, meaning land of wood and water, given to it by the original Arawak or Taino people from South America, who first settled there around the year 1000 - 400 BC.
