In the late 1960s, producers like King Tubby and Lee Perry began stripping the vocals away from tracks recorded for sound system parties. With the bare beats and bass playing and the lead instruments dropping in and out of the mix, DJs began toasting, or delivering humorous and often obscene jabs at fellow DJs and local celebrities. Jamaican Standard English is grammatically similar to British Standard English (see British English). Recently, however, due to Jamaica's proximity to the United States and the resulting close economic ties and high rates of migration (as well as the ubiquity of American cultural/entertainment products such as movies, cable television and popular music) the influence of American English has been increasing steadily. As a result, structures like "I don't have" or "you don't need" are almost universally preferred over "I haven't got" or "you needn't". Rocksteady was the music of Jamaica's rude boys by the mid-1960s, when The Wailers and The Clarendonians dominated the charts, taking over from pioneers like Alton Ellis (who is often said to have invented rocksteady). Ragga is characterized by the use of computerized beats and sequenced melodic tracks in reggae songs. Ragga is usually said to have been invented with "Under Mi Sleng Teng" by Wayne Smith (1985 in music). Ragga barely edged out dancehall as the dominant form of Jamaican music in the 1980s. The 1907 Catholic Encyclopedia wrote, "A review of the period of Spanish occupation is one which reflects very little credit on Spanish colonial administration in those days. Their treatment of the aboriginal inhabitants, whom they are accused of having practically exterminated, is a grave charge, and if true, cannot be condoned on the plea that such conduct was characteristic of the age, and that as bad or worse was perpetrated by other nations even in later years." Jamaica has traditionally had a two party system, with power often alternating between the People's National Party and Jamaican Labour Party. Initially, power swapped between the People's National Party and the Jamaican Labour Party regularly. Michael Manley was the first PNP prime minister in 1972 and he introduced socialist policies and improved relations with Cuba. His second term elections marked the start of repeated political violence. Derek Walcott, a Nobel prize laureate, attended college in Jamaica. Other significant writers from the island include Claude McKay and Louis Simpson. Plays and works in jamaican English, or patois, attract special attention. Louise Bennett, Andrew Salkey and Michael Smith have contributed to this phenomenon by writing works in patois. Ian Fleming wrote his famous James Bond novels while living in Jamaica. By the early 1970s, rocksteady had evolved into reggae music. The style of music at the time is retroactively termed roots reggae and combines the influence of American soul music and the traditional shuffle and one-drop of Jamaican mento. The Island was a major base for pirates, especially at Port Royal before it was destroyed in an earthquake in 1692. A new capital Spanish Town was chosen in the south, and later moved to nearby Kingston. While mento never found a large international audience as calypso had, some of these recordings, such as by Count Lasher, Lord Composer and George Moxey, are now widely-respected legends of Jamaican music. Though it has largely been supplanted by successors like reggae and dub, mento is still performed, recorded, and released internationally by traditionalist performers like the Jolly Boys. Former capitals of Jamaica include Port Royal, where the pirate Governor Morgan held sway, and which was destroyed by a storm and earthquake, and Spanish Town, in St. Catherine parish, the site of the old Spanish colonial capital and the English capital during the 18th and 19th century. Bicameral Parliament consists of the Senate (a 21-member body appointed by the governor general on the recommendations of the prime minister and the leader of the opposition; ruling party is allocated 13 seats, and the opposition is allocated eight seats) and the House of Representatives (60 seats; members are elected by popular vote to serve five-year terms) The Bongo Nation is a distinct group of Jamaicans descended from indentured servants. They are known for Kumina, which refers to both a religion and a form of music. Kumina’s distinctive drumming style became one of the roots of Rastafarian drumming, itself the source of the distinctive Jamaican rhythm heard in ska, rocksteady and reggae. After a period of steady growth from 1985 to 1995, real GDP decreased by 1.8% and 2.4% in 1996 and 1997, respectively. The decrease in GDP in 1996 and 1997 was largely due to significant problems in the financial sector and, in 1997, a severe island-wide drought (the worst in 70 years) that drastically reduced agricultural production. The economy in 1997 was marked by low levels of import growth, high levels of private capital inflows and relative stability in the foreign exchange market.
