The Island was a major base for pirates, especially at Port Royal before it was destroyed in an earthquake in 1692. A new capital Spanish Town was chosen in the south, and later moved to nearby Kingston. he popularity of DJs as an essential component of the sound system created a need for instrumental songs, as well as instrumental versions of popular vocal songs. From this arose the dub, originally an instrumental version of a vocal song, with the vocal version on the A-side and the dub on the B-side of a single. This trend began the development of dub music as a distinct genre, popular in its own right. Over time, toasting became an increasingly complex activity, and became as big a draw as the dance beats played behind it. In the early 1970s, DJs such as DJ Kool Herc took the practice of toasting to New York, where it became a part of rapping. The Jamaica Constitution, 1962 was drafted by a bipartisan joint committee of the Jamaican legislature in 1961-62, approved in the United Kingdom and included as the Second Schedule of the Jamaica (Constitution) Order in Council, 1962 under the West Indies Act, 1962. It came into force with the Jamaica Independence Act, 1962 of the United Kingdom Parliament, which gave Jamaica political independence. Escaped slaves, known as maroons established independent communities in the mountainous interior that the British were unable to defeat, despite major attempts in the 1730s and 1790s. The colonial government enlisted the maroons in capturing escaped plantation slaves. Though a small nation, Jamaica is rich in culture, and has a strong global presence. Free trade zones have stimulated investment in garment assembly, light manufacturing, and data entry by foreign firms. However, over the last 5 years, the garment industry has suffered from reduced export earnings, continued factory closures, and rising unemployment. This may be attributed to intense competition, absence of NAFTA parity, drug contamination delaying deliveries, and the high cost of operation, including security costs. Parliament is composed of an appointed Senate and an elected House of Representatives. Thirteen Senators are nominated on the advice of the prime minister and eight on the advice of the leader of the opposition. General elections must be held within 5 years of the forming of a new government. The prime minister may ask the governor general to call elections sooner, however. It is not to be confused with what linguists call Jamaican Creole, sometimes known as "Jamaican", though typically referred to in Jamaica as Patois or dialect; nor with the vocabulary and language approach of the Rastafarian movement. ("Patois" is a French term referring to broken or improper French but in Jamaica it refers to Jamaican Creole, which Jamaicans have traditionally seen as broken" or incorrect English).
