Former capitals of Jamaica include Port Royal, where the pirate Governor Morgan held sway, and which was destroyed by a storm and earthquake, and Spanish Town, in St. Catherine parish, the site of the old Spanish colonial capital and the English capital during the 18th and 19th century. Ska's popularity grew steadily in Jamaica, alongside Rastafarianism, which spread rapidly in impoverished urban areas and among the often politically radical music scene. The lyrics of ska songs began to focus on Rastafarian themes; slower beats and chants entered the music from religious Rastafarian music, and ska soon evolved into rocksteady. The Island was a major base for pirates, especially at Port Royal before it was destroyed in an earthquake in 1692. A new capital Spanish Town was chosen in the south, and later moved to nearby Kingston. When the PNP lost power in 1980 Edward Seaga immediately began to reverse the policies of his predecessor, bringing in privatization and seeking closer ties with the USA. When the PNP and Manley returned to power in 1989 they continued the more moderate policies and were returned in the elections of 1993 and 1998. Manley resigned for health reasons in 1992 and was succeeded as leader of the PNP by Percival Patterson. Inflation has fallen from 25% in 1995 to 6.1% in 2000. Through periodic intervention in the market, the central bank also has prevented any abrupt drop in the exchange rate. The Jamaican dollar has been slipping, despite intervention, resulting in an average exchange rate of J$43.5 to the US$1.00 (2000). Jamaica slowly gained increasing independence from the United Kingdom, and in 1958 Jamaica became a province in the Federation of the West Indies, a federation between all the British West Indies. Jamaica attained full independence by leaving the federation in 1962 and is now a completely sovereign nation. Jamaica celebrated the tricentennial of British rule in 1955. The 1997 victory marked the first time any Jamaican political party has won three consecutive general elections since the introduction of universal suffrage to Jamaica in 1944. The current composition of the lower house of Jamaica's Parliament is 49 PNP and 11 JLP. The JLP won a long-held PNP parliamentary seat in a March 2001 by-election. The NDM, a break away faction of the JLP, failed to win any seats in the 1997 election. It is not to be confused with what linguists call Jamaican Creole, sometimes known as "Jamaican", though typically referred to in Jamaica as Patois or dialect; nor with the vocabulary and language approach of the Rastafarian movement. ("Patois" is a French term referring to broken or improper French but in Jamaica it refers to Jamaican Creole, which Jamaicans have traditionally seen as broken" or incorrect English). The current Prime Minister of Jamaica is Percival Patterson who has held office since the 1992 resignation of Michael Manley. He has been since re-elected three times, the last being in 2002.
