During the 1980s, the most popular musical styles in Jamaica were dancehall and ragga. 'Dancehall' is essentially reggae music with a basic rock drum beat (more often played on electric drums rather than acoustic) and pop lyrics rather than the former political and spiritual lyrics popular in the 1970s. Ska's popularity grew steadily in Jamaica, alongside Rastafarianism, which spread rapidly in impoverished urban areas and among the often politically radical music scene. The lyrics of ska songs began to focus on Rastafarian themes; slower beats and chants entered the music from religious Rastafarian music, and ska soon evolved into rocksteady. The judiciary also is modeled on the U.K. system. The Court of Appeals is the highest appellate court in Jamaica. Under certain circumstances, cases may be appealed to the Privy Council of the United Kingdom. Jamaica's parishes have elected councils that exercise limited powers of local government. The Government of Jamaica hopes to encourage economic activity through a combination of privatization, financial sector restructuring, reduced interest rates, and by boosting tourism and related productive activities. Jamaican is generally considered to be a Creole language /Creole. Modern linguists hold the view that Creoles are full languages. Arawaks from South America had settled in Jamaica at around 1,000AD and called the land Xamayca, meaning land of wood and water. After Christopher Columbus' arrival in 1494, Spain claimed the island and began occupation in 1509, naming the island Santiago. The Arawaks were exterminated by disease, slavery, and war. Spain brought the first African slaves to Jamaica in 1517. The musical genres reggae, ska, and, more recently, dancehall originated in Jamaica. Bob Marley, perhaps the best known reggae musician, was born in Jamaica, and is very respected. A final devastating earthquake on January 14, 1907 again liquefied the sandspit, destroying nearly all of the rebuilt city and submerging additional portions. Today the area is a shadow of its former self with a population of less than 2000 and has little to no commercial or political importance. The area is frequented by tourists but is in a state of disrepair. The Jamaican government has recently resolved to further develop the area for its historic and tourism value. The two long-established political parties have historical links with two major trade unions--the Jamaica Labour Party (JLP) with the Bustamante Industrial Trade Union (BITU) and the People's National Party (PNP) with the National Workers Union (NWU). A third party, the National Democratic Movement (NDM), was created in October 1995; it does not have links with any particular trade union. Jamaica is mainly a blend of African and Anglo-Irish cultures, with influences from the Spanish and Taino cultures, although the Tainos as a people were completely wiped out by the Spanish soon after their arrival in 1494. These Tainos (sub-Arawaks) were known for archery and have left many remnants of their culture in artifacts and in at least one popular food (bammy- a small flat cake made of grated cassava). Jamaica is known as the birthplace of many popular musical genres including raggamuffin, ska, reggae and dub. Jamaica's music culture is a fusion of elements from the United States of America with it's R&B, rock and roll, soul, Africa and neighbouring Caribbean islands such as Trinidad with it's calypso. Reggae and ska influenced American and British punk bands of the 1970s and 1980s, such as The Clash, Elvis Costello and the Attractions, The Police and Nina Hagen. Bands including The Specials and Madness became popular with the British ska revival called two tone. During this time, reggae particularly influenced African popular music, where Sonny Okusuns (Nigeria), John Chibadura (Zimbabwe), Lucky Dube (South Africa) and Alpha Blondy (Ivory Coast) became stars. Some attempts were made to rebuild the city, starting with the one third of the city that was not submerged, but these met with mixed success and numerous disasters. An initial attempt at rebuilding was again destroyed in 1704, this time by fire. Subsequent rebuilding was hampered by several hurricanes in the first half of the 18th century, and soon Kingston eclipsed Port Royal in importance.
